For repository clones the build_doc tool does the job, e.g.

   $ isabelle build_doc isar-ref
   $ isabelle doc isar-ref

That is all a bit outdated in various ways.  For weeks we are struggling 
to get the isatest job that is responsible for it back in decent form.
